I'm primarily looking for something that goes into the strategic thinking behind them. A comparison between the approach taken by NATO members and WARPAC members would be nice as well.

Books on the individual classes and ships are less relevant to me, but still welcome

Well, most ships don't actually operate at their maximum cruise speed for economic and planning related reasons. Most container vessels I see out here are running around at 17-19 knots. I doubt you're going to get 30+ knots of speed out of that hull no matter how much power you install.
