If you want help with some parts of the hull look at the Kii, Tosa and Amagi classes for inspiration. The Nagato class could also be of some help.

I too have been thinking about some DDG-51 concepts. Mine is a Burke with a Sejong-Atago ish mast, the low deck around forward funnel raised to the deck behind it, added VLS and the platform forward of the bridge is removed and a Ram is placed there. The ship can carry either two Lynx or two SH-60s. What sort of block are you refering to, is it where the antenna sticks up from? The liferafts are out of position because they are from the equipment sheet, and is a little bigger than the ones on the ship irl.
