Yes, that's total population. I did a new calculation. I figured for Industrial worlds a median of 12 billion (109 planets) and for inhabited worlds 8 million (2200 planets). I just did a quick and dirty calculation of 15 billion on each industrialized planet, which there are 109 of. That gives me 1.635 billion. The calculations are actually outdated. It used to be 2 million planets, and 1.6 quadrillion people, but I decreased it. I'm gonna have to go back over them, but...
