According to the Chinese source, the ship was originally a German freighter "Manila" of Norddeutscher Lloyd line.
She entered the Chinese naval service in 1921 and was converted to an auxiliary gunboat. Chen Hai was in action during the Warlords war.
Chen Hai was later converted into a seaplane tender in 1926 and was used to launch the first naval air strike in Chinese history. After the Warlord war, Chen Hai was converted back to a freighter and served as training ship for the East-North fleet.
Finally Chen Hai was sunk as a blockship in 1937 in an attempt to block the Japanese invasion in Chingtao.
