All else aside he clearly stated that it was an ocean going vessel with dimensions that would allow it extensive river access. He never stated it was primarily or even normally a river based cargo vessel.

He said that without knowing that many cargo ships, even the very biggest ones, have pretty good access to inland rivers.

Here is the first Gallic warship that I have drawn.

It's an almost French but not French (I.e. not crap or something that doesn't work) dreadnought.
It's armed with 12 14.2 inch guns and about as many 6inch guns (haven't decided yet).
It's thickest part of the belt amour it 13 inches.

Well, it certainly doesn't look French, I e like something that isn't crap and will work!
Let's see... Funnels too low. Need to raise them quite considerably. Turrets look way too modern for the period that I think you're trying to mould your ship in. And that fancy stern gallery? Well, for someone who is so dismissive about other countries ship design philosophies, I'd say your inclusion of that row of windows is quite laughable. You do realize that you've made your stern into a very tempting shooting target, right? As this is a WIP, I won't (yet) comment on that rather massive forward superstructure. I'm sure the engineer in you will see how it needs to be altered...

UPDATED:

Added casemates of 14x1 6-inch guns.
Added Railings and windows.
Raised funnels.

It may just be my monitor but those casemates are ridiculously hard to see I'm also pretty skeptical about them being set that far inboard. Most installations are almost if not flush with the hull itself.

Yeah that might be due to the unconventional railings that I have used.
Also has anyone drawn and French Great War boats?
I also need a hand with the flags as they should be based off the Royal French standard.
