to say short:
way to large
weird hull shape
too large crew
armed!

and I really don't know where you would need an ocean tug for. for tugging damaged warships back into the harbor?
also, keep in mind that your harbour tugboat is already larger then the dutch seagoing tug. ok, it's not oceangoing, but tugs aren't supposed to be the size of the ship at the other end of their line.

I admit i need to work on the hulll shape, and some fleet tugs have been armed for self defence. Yes it also is large and i can make it smaller

yeah, but those are no naval boats. those are civilian boat's, which are used for ofshore tugging and so on. and even those are lighter build, and a good 30 meters shorter then yours. the last one is the max you need, and that one is one of the mighty US navy, not of your (most likely a lot smaller) navy. you would most likely need lighter, cheaper tugs, and if the need is really there, you would use an civilian one, most likely.
