Nice work, a very subtle set of mods but very believable.
I've always wondered why the F-15 and F-16 never got TVC despite the research work that was done.

At a guess, probably something boring and prosaic like the 3D vectoring nozzles were heavier, more complex and prone to mechanical problems, and less efficient in normal, non-vectoring operation, and vectoring wouldn't be used often enough to offset these compromises.

From everything I've seen, it was mostly a combination of maintenance/complexity, cost, and the F-15 just not really needing thrust vectoring in the first place.

Okay...? The Russians have different aircraft flying different missions based on different doctrine and so naturally make different design decisions.
