Well, this style is called "Franscale" (developed by a user called Franberry over at Lineartinc) almost two years ago. Many hundreds of soldiers, vehicles, and even space ships have already been drawn. I posted it here but it never really took off.

I imagine most of the officers dress like this, as no gentleman would appear for battle in something as unsoldierly as camouflage.
