With the migration crisis in the mediterranean with over crowded coffin ships attempting to smuggle thousands of African and middle eastern migrants/refugees from ports in Libya, Tunisia, Algeria and Morrocco into Southern Europe. Leading to hundreds of deaths and thousands of migrants landing in on Portuguese,Spannish,British,French, Maltese and Italian territory Jean Claude Junker called a crisis meeting of European heads of government the decision was agreed to form a European Union Coastguard with the responsibility for policing the Mediterranean, Straits of Gibraltar and Atlantic coast of North Africa including the waters round Madeira and the Canary islands. Modeled as a paramilitary maritime border patrol/ Law Enforcement/ Search and Rescue force.
The Coastguard would include assets from all EU nations vessels be supplied by member nations had to be dedicated Coastguard vessels but would be paid for by Brussels. Where nations redesignated an existing vessel the EU would pay for a replacement vessel.
Vessels had to be of patrol vessel classes with a maximum armament of 76mm gun they could not carry SSM's. It was desirable that larger vessels be helicopter capable preferably with hanger facilities. Essential that they could carry out boarding operations. All vessels were to be white. They had to be marked as "Coast Guard" And carry markings showing country of origin and EU flag and vessels were to fly at mast head the EU flag but also national flag.
Aircraft fixed wing or Helicopter, manned or drone were to be painted and marked as coast guard aircraft. With national or EU markings.

The challenge is contributions following the specification for Patrol vessels above. They can be existant designs modified or new designs. EU navies and Law Enforcement already have a rich variety of vessels and aircraft.

Sounds like something that could be done in real very soon. Tomorrow there will be a extra meeting in Luxembourg during a planned meeting.
I would like to join the challenge, i got some idea's.

The whole ship has to be white or just the superstructure?

What about the 'old' rivers class now that they are building a new set to fill the CV-T26 gap ?

The Aim is to have a paramilitary Coast Guard type vessel not military naval looking vessel.

JSB if you think the rivers would fit the bill go for it.

so no guns then. Because "almost" all coast guard vessels have some sort of guns. Norway us there 56 mm, sometimes 40 mm from older vessels. And all coast guard vessel in Norway are gray, with the Coast guard name on the side (in Norwegian), Island have also gray coast guard vessel, but with two/three color painted on the hull. and so on, why should EU-coast guard vessel be white. I am only used to hospital ships to be white.

Those times EU asked for Norwegian help, we send down, one of our own coast guard vessel. And I predict it will be a couple of vessel from some EU country', where each groups have there work period, before returning to there home country.



On other note, if EU want an Coast guard vessel with flight deck, fully functional hospital with operation room, small armament, and lots of space. Then the Norwegian Nordkapp class is almost around the corner for being taken out of service here in Norway.

What is you vision of a paramilitary vessel? I think all coast guard ships are para military some countries just have other ideas of the scale of coast guard.
Most European coast guards are not build on deployments outside the EEZ, some are but most of them just use small vessels up to 2000 tons.

For such a mission it would be cheapest to just form a EU Navfor as an extension to the current Triton mission and pull some ships together like Heuhen said.

But i made a little thing what the Dutch would be able to send in (offcourse this would be a new build Damen design with long endurance and large flight deck.
I will post it this comming week.

OPV type vessels like those in service with navies and coastguard services and Europe has a wealth in interesting designs already in service. Some Coastguard services are rescue services like UK's HM Coastguard but if you look more at the USCG which would be the model I'd aim for which has a rescue role but also a maritime law enforcement role.

Now that I have a little free time, I set aside the eternal LHD Project 1183 for a while, so here is my contribution to the EU Coast Guard challenge... and also the first ship launched from Progress shipyards!!! :D

It is largely based on the Fassmer OPV 80, although I also have taken ideas from Navantia's Avante 1400 (the hull below the waterline is a little modification of their :) ), and other similar vessels...
Here are some basic characteristics... for any question or doubts, I'll be happy to answer! And for suggestions or corrections... I'm all ears!! :D

Displacement: 1400 tons standard, 1700 full load
Length: 79.9 m (262 ft)
Beam: 12.8 (42 ft)
Propulsion: CODAD, 2 x shaft
Speed: Maximum: 22 knots

Sensors: Surface Search Radar: Thales Variant
Navigation: Thales Scout ??
Fire Control: Thales Stir 1.2 EO
Armament: Guns: 1 x 40 mm Oto Melara Single Fast Forty
1 x 20 mm Nexter Narwhal
2 x 12.7 mm
Aircraft carried: 1 x Light-Medium Helicopter
Aviation facilites: Hangar
