Of the three main candidates for "splitting" into separate periods - Russia, Japan and Germany - IMHO therer are strongest reasons to have separate groups for Germany, and weakest for Japan.

Technically speaking, after WW2, Japan, although disarmed retained continuity of government and institutions (without retaining continuity in what concerns us most in here - the ships).

In Russia/Soviet Union there's a "break" in government continuity in 1917 (which would be for me the strongest argument if one would like to have multiple Russia-related folders), while in 1991 government and institutions of Russian Federation were still based and essentialy taken intact from Soviet Union (be it in form of All-Soviet institutions, or in form of those of Russian Federative Soviet Socialist Republic). And ship-wise - USSR used old Tsarist ships, while RF uses old USSR ship so from "our" point of view there's a practical continuity.

And in Germany we have three very distinct periods: pre-1871, when there was technically no such state as "Germany" (though Kingdom of Prussia had a navy), 1871-1945 period of Deutsches Reich (as it was it's formal name during all that time, even though it was a monarchy 1871-1918, republic 1918-1933 and nazi state 1933-1945), and finally in 1945 occupying powers "assumed supreme authority" over Germany (in absence of any, even token operating German national authorities), leading to eventual creation of both German states in 1949.
So while I'm not particularly concerned if there will be common folder for Prussia/German Empire/Weimar Republic/III Reich/Federal Republic of Germany (as it was practically the case in old Archive) or separate for pre-1945 and post-1945, I guess that having them separate is not unreasonable.

I agree, if the country itself continued to exist then there should be one folder.

In the case of countries that existed before unification should the country be the same as after the unification or the name of the country before but have it in the same folder? IE the Prussian ship König Wilhelm would have Prussia as the country of origin on the template, but if the ship was modified after unification it would have Germany, or even German Empire instead.

I think it would be best to not separate Nazi Germany, Imperial Germany and so on since they're not separate countries, but rather the progression of one. We don't consider Pre-Coup Chile different from Post-Coup Chile and I don't think Nazi Germany should either.

With East Germany however we're dealing with a separate entity that existed alongside 'Germany' and I think it should be split off.
One could make a case for West Germany as a separate flag as well, but they 'won' so they get to count as the 'real' Germany in my book.

- Russia (including Soviet Union)
- Germany (including Nazi Germany, Weimar, West Germany, Prussia etc)
- East Germany DDR
- Japan (including Imperial Japan)

Please make necessary adjustments to any uploads. There does not need to be any further discussion of how to break out these countries.

How about the problem between Republic of China (Taiwan) and People Republic of China?
Can I use put those Pre-1949 ships in the map of China and After 1949 ships in map of Taiwan?

Hong Kong is a separate entry as it (and most of its ships, which is what matters) has existed for most of the 20th century as an independent entity.
